I've met one senior Human Rights Watch officer at several symposia in New York over the past few months, and I was genuinely taken aback at her visceral hatred not only for George Bush (that's to be taken for granted in these circles) but for the US more generally. Over the course of several hours of discussions, touching on a variety of events over many decades, she made it extremely clear that a "human rights problem" (past or present) exists for her only if America can be blamed for it.

In order to solve a problem, it is extremely important to first correctly understand it. If your mental model is wrong, your 'cure' is likely to do more harm than good.

By falsely attributing all possible ill in the world to the US, groups like this side with the persecutor, and against the victims.

Example: An Ethiopian in the Sudan is killed for her faith. If HRW keeps mute, they objectively aid the killers. If they instead blame Bush (who the killers also hate), instead of the fanatical government/mindset which killed the woman, they again aid the killers.
